In a recent national survey by Goldman Sachs 10,000 Small Businesses Voices (published on 2025-04-04), nearly 70% of small business owners expressed optimism about their financial outlook for 2025. Despite the upbeat sentiment, many face persistent challenges: 89% report difficulties in hiring qualified workers, over half say they cannot secure affordable loans under current interest rates, and 54% rank inflation as their top policy concern.
Small businesses are urging Washington to implement reforms to help them compete and grow. With more than three-quarters of owners planning expansion and almost half expecting to create new jobs, policy measures such as tax reform, enhanced workforce development, and reduced regulatory burdens could be critical in overcoming these economic headwinds as they look toward 2025 and beyond.
