On April 11, 2025, U.S. and Ukrainian officials met in Washington for high-stakes negotiations over a proposed mineral deal. The discussions centered on a draft agreement from the Trump administration that would grant the U.S. privileged access to Ukraine’s rich mineral resources and require that all resource-derived revenues be funneled into a joint investment fund. However, the proposal does not include the security guarantees that Ukrainian President Volodymyr Zelenskiy insists on amid Russia’s ongoing occupation of 20% of Ukraine’s territory.

Additional concerns emerged as the proposal also seeks U.S. control over a key Gazprom natural gas pipeline running through Ukraine. Ukrainian officials, advised by the law firm Hogan Lovells, remain cautious about the expansive U.S. draft, which they fear could compromise Ukrainian control over strategic assets. Further discussions are expected as high-level Ukrainian representatives prepare to address the issue during upcoming IMF and World Bank meetings later this month.
