Ukraine to Add 5% Bioethanol in Petrol from May 1, 2025

Ukraine will mandate a 5% bioethanol blend in petrol from May 1, 2025 to meet EU standards, amid challenges faced by European refineries in shifting from E10 to E5 fuel production.

Starting May 1, 2025, Ukraine will require a 5% bioethanol blend in motor fuel, as mandated by a law passed in June 2024 to align with EU sustainability standards. This reform aims to modernize the country’s fuel quality in accordance with European practices.

European refineries are preparing for this change, with Lithuania's Orlen Lietuva among those set to deliver the first shipment of E5 fuel on April 14, 2025. However, most refineries currently focus on producing E10 fuel, meaning adjustments and setup of new facilities will be necessary. Ongoing Russian attacks have also led to undisclosed domestic fuel production data, though Ukraine imported approximately 1.2 million tons of petrol in 2024.
