During a series of discussions—including a meeting in St. Petersburg between President Trump's envoy, Steve Witkoff, and Russian officials—the Kremlin stressed that past tensions from the Biden era have deeply affected bilateral ties, making rapid progress difficult despite ongoing talks.
While Trump has pressed for a swifter resolution to the three-year war in Ukraine—framing it as a proxy conflict with Russia—the Kremlin has emphasized that rebuilding trust will require time and sustained engagement. High-level communications, involving ministries, intelligence agencies, and key representatives such as Putin’s investment envoy, continue, even as no immediate summit between Trump and Putin is planned.
